ammar_interviewCorrespondent / The process of forming an Iraqi government is at standstill, what is the solution?

Sayed Alhakim / We believe that a government that can be formed by the four large winning lists and can be joined by the other winning lists.

This is the path towards a genuine national partnership and a way in which to reassure the different spectrum of the Iraqi people and the countries of the region as well. It is a way to access political stability in the country, and with this background we believe that the government of political majority that is formed on the basis of half plus one and leaves behind half the constituents cannot be an appropriate solution to the exceptional circumstances in Iraq. We are working hard to form this government with broad representation of the Iraqi people.


Correspondent / with the existence of differences between Iraqi political parties, how do you see the reconciliation among all these parties leading to form a government and achieve security in the country?

Sayed Alhakim / No differences in this crisis, but there is a multiplicity of political views among political forces and it is an important step in that we passed the conditions of the past and therefore we find that different parties have their point. The problem in Iraq today is a political problem not a national or sectarian problem. We have called for round table discussions where various Iraqi parties sit and discuss the standards and specifications required for high sites in the government and also the government program required for the next phase, making it easier to process access to a shared vision to contribute to the process of government formation.

Correspondent/ In regard to the security situation, what is your interpretation of the volatile security situation and instability in Iraq?

Sayed Alhakim / The security issue in Iraq does not have pure criminal dimensions, but it does have political backgrounds, therefore, whenever we were able to form a government of partnership and reassure the Iraqi society, we would move away from the security tension, and if the countries in the region gets encouraged by the nature of the political situation in Iraq they will pay more attention and have more interest in helping Iraqis to stand against these security breaches. Add to that the nature of the plans and actions taken by the Iraqi security leaders in the rehabilitation of the army and the police and make the security institutions able to completely fill the security vacuum, especially with the departure of foreign troops for Iraq.

 


Correspondent / in regard the rehabilitation of Iraqi cadres, do you see that they are going to need more training and armament?

Sayed Alhakim / The pace of the training process, arming, is an accelerating pace and growing. We have heard very positive assessments from security leaders on this subject. Also we heard from international experts, who provide such assistance, that they commend the great readiness and capabilities of security agencies.

Correspondent / How do you see the infrastructure in Iraq, especially after American and foreign forces entered Iraq?

Sayed Alhakim / There is no doubt that Iraq has suffered over the past decades from problematic in infrastructure and required services for the citizens. The years that have elapsed since 2003 as a result of the nature of the circumstances and the problems did not lead us out of those crises and did not provide the level to commensurate with the ambition of the citizens and political leaders.
We are in need of a broad developmental plan that identifies the priorities and places specific timetables that provide the best opportunities to address the problems and develop services and this is what must be done by the next government. Especially since that the development of oil facilities and rise of oil production, which could be up to 8-10 million in the coming years, will provide a large financial income. This in addition to investment contracts that could reach up to hundreds of billions of dollars; all of which can be an important tributary that helps the Iraqi government to make further steps towards comprehensive development in the country but this needs to see some strategic planning.

Correspondent /in regard the withdrawal of U.S. troops; how do you see this move?

Sayed Alhakim / We believe that the presence of foreign troops on the ground of any country is an exception, and emergency, and the natural thing is to return to the right contexts and the provision of security by the Iraqis themselves. Especially with the increased availability and accumulated experience, that security leader feel today. They are able to provide security and this is giving us more hope for access to better security institutions that are able to achieve security for our citizens without the need for the use of foreign troops.


Correspondent / How do you see the future of Iraq in the next stage?

Sayed Alhakim / Personally I feel great optimism; the components of the Iraqi people are in a state of increased understanding, as well as Iraqi political forces. They are building bridges with each other. The Arab countries and the countries of the region do understand the greater reality of Iraq and the changes taking place in Iraq, which make us more optimistic about the future. Iraq is a country of wealth and great potential and unique has a unique geographical location and historic role. This enables it to restore its natural role to be a natural tributary, and a real quality in the Arab world and the region and the international system.

Correspondent / What is your point of view about the external interventions by some parties who do not wish to see a stable Iraq, and call for sectarian fragmentation?

Sayed Alhakim / In the fragile situation of the Iraqi political system as well as some differences in opinion between the forces and the Iraqi leadership that makes the region needs to feel and express their views and take steps so as to promote their interests and views of mutual interest between them and Iraq. We believe that the right solution for such phenomena is the power of the Iraqi democracy. When the Iraqi parties agree with each other and have a unified word, this then carries a clear message to countries in the region. Iraq is very much eager to share interests with these countries and build solid relations with it. Iraq is also keen to the independence of the Iraqi decision and keen on Iraqi sovereignty and these are national rules that relations between Iraq and the region could be built upon the.

Correspondent/ There is a triangle surrounding Iraq, Syria, Turkey, and Iran and there are some attempts to achieve the interests these countries at the expense of the interests of Iraq. What is your opinion?
Sayed Alhakim / It is understandable that every country puts a perception on how to achieve its interests first and every country has a view on the bilateral relationship between Iraq and its neighbors. This case is understandable in the system of interests and the movement of the States. We consider the case from our point of views as Iraqis and we believe that our unity and cohesion and by developing a project that meets with the interest of Iraqis and the region. That we are taking the right steps through which we can convince neighbors to respect Iraqi national sovereignty and also to share our interests with them within the contexts and equality required in this process.


Correspondent / How do you see the relationship between Iraq and Egypt?

Sayed Alhakim / We see that the relationship between Iraq and Egypt is a complementary relationship and look at Egypt as representing a significant beacon of the Arab world and seek to build a strategic relationship with Egypt. We know that the converged circumstances experienced by the two countries enable Egyptians to provide their rich experiences in the process of rebuilding Iraq and address the problems of service development. Therefore, we always express this concern in the mutual cooperation between the two countries and we hope that the coming stage will witness more cooperation than in the past years.
