Debates, political wrangling, intersections, and sometimes accusations that are occurring these days that come under the dome of the parliament or outside it, is a natural product of the intersections of the political blocs.
Intersections among themselves that often agree on difference and not on the consensus needed to calm the scene and resolve crises. Perhaps the factional interests of some parties is a prominent feature in all these intersections, which usually violates the constitution and the laws that govern Iraq. There are a number of factors that would end these crises, and purify the atmosphere, and push the political process forward, namely:
1 -Addressing the security issues:
It is clear that the internal security of Iraq is still fragile, and this was confirmed by criminal operations that targeted more than ten provinces in one day. This also stresses that these security agencies, despite their huge numbers, and that the number of the security agencies' personals has reached a million employees, they are infiltrated by terrorists, Saddamists and the enemies of the political process. These factions have been able to contribute to the violence.
We see that the delay in naming the ministers of the Security Ministries is the direct cause of these criminal operations, which have affected the innocent people of Iraq. This assures that the current management of these ministries has aggravated the situation and this has happened during the past eight months. In order to solve this crises, ISCI supports the re-assessment of military commanders of the highest rank to lowest, and the selection of independent and national leaders who are believers in the political process and the new Iraq. ISCI believes that suspicious and corrupt leaders that do not provide elements of success and progress in addressing terrorism should not exists at the head of security agencies
2 -Deterioration of services:
The subject that has been the exposed the most to political speculations is the subject of services. This is because it is related to the daily lives of the citizens and this explains the political controversies happening in front of the media. This is because these debates hold real numbers and are subject to partisan and factional wills and not subject to the national will. This is what has given this subject a wide spectrum and no one can stop it because the involvement of some whether they are individuals or in groups.
We in ISCI insist and demand that the Iraqi government should be a government of service, and no party or group has the right to take a unilateral decision in the referral of strategic projects without reviewing them by committee that is specialized in checking upon and signing contracts. A committee that is keen on the country's interest and on saving the national wealth from being lost. This is because the issue of specialization in this area is necessary tasks for the success of service projects, particularly electric power.
3 -Administrative and financial corruption:
The administrative and financial corruption is still spreading to all state institutions. Perhaps what widened its circle flagrantly is the involvement of senior politicians in this corruption and this gives opportunity to those who are less qualified in terms of their responsibility. This fact was reflected by the latest scandal of contracts in the Ministry of Electricity, where the fantasy cost of these contracts reached more than one billion and seven hundred million dollars and this comes at the expense of people's Iraqi wealth.
We say that no one is above the law and we demand the questioning of those involved in such contracts. This questioning must be made in accordance with the law and under the dome of the parliament and in front of the public and to bring those found guilty to justice and for them to receive their just punishment and not to cover this corruption through political deals.
4- The powers of provincial councils:
There are no Council of the Governorates that are incorporated within a regional province that did not complain about the tightening grip of the central government and the confiscation of the powers of the councils which are established in accordance with the Constitution, which said in its first article that the Republic of Iraq is a federal state, where Article 116 confirmed that "The federal system in the Republic of Iraq consists of a capital, regions, and decentralized governorates, and local administrations". Whereas Article 122 of the Constitution confirmed that "the governorates not incorporated within a regional government, shall be given wide administrative and financial powers. So that they can manage their affairs in accordance with the principle of decentralized administrative, and this shall be regulated by law." The political reality in these days is inconsistent with the Iraqi Constitution, which regulates the relationship between local governments and the federal government where the center is surrounded these days, with all the powers granted by the Constitution to the provincial councils and is in clear and flagrant constitutional violation. Perhaps what happened from the intervention of the Central government to impose a police chief in the province of Maysan was contrary to the view and the desire of the provincial council. We are wary of circumventing the powers of provincial councils and that these councils should be given enough powers to implement the stalled projects because of the interventions of ministries in the provincial affairs. This was the main reason for the delay in the implementation of projects and is contrary to the successful projects carried out by these councils. We also demand the unclenching of the iron fist of the center and the expansion of the powers of councils in the interest of their citizens in accordance with the principle of decentralization by which was identified by the Constitution.
5- Reducing the salaries of the three presidencies:
After the extension of the enactment of reducing the salaries of employees of the three presidencies and through the pressure of the popular will and the desire of the religious authority, the Council of Representatives has passed this law, which was a controversial subject among some of the blocs and parties that tried to use it for their special interest.
6- Respecting the political consensus:
The effort being made by political leaders to bridge the gap in political views between the parties to resolve the crises that effect Iraq and to stop the recriminations and aggravating situations is a commendable effort. But often clashes with partisan and factional elements leads to procrastination and disagreement on certain details, and this allows the forces of terrorism and crime to exploit the atmosphere and tamper with the country.
ISCI stresses on respecting the consensus and agreements between political parties and the implementation of what was agreed upon to deepen trust and establish positive communication that achieves the interests of the Iraqi people and provide them with supplies and food and preserve their constitution and our future generations.
